Windows for example:
Choose Start→Control Panel→Ease of Access→Text to Speech.
Click the Text to Speech tab and choose your options.

Its another cool web service like soundgecko that offers applications and services to convert text into speech. vozMe lets you add a speech synthesis bookmarked in your browser.
